Hmm. This is a somewhat unorthodox Raindance. While
it's not as lethal as your standard Blastoise deck,
that's okay--not everybody cares about getting those
crushing wins. I think I can make it into something
pretty good.

1) Rain Dance doesn't usually run Vaporeon, simply
because water has better ways of getting those 50
damage. You don't state your reasons for choosing
Vaporeon over Gyarados, Dewgong, Articuno and the
like, but I'll assume it's personal preference and
leave him. Ditto for Seadra--Agility is OK and helps
you with Mimes, where you would otherwise call upon
Lapras. I don't really like having so many evolutions
in the current environment, but this deck isn't gonna
be the king of the hill anyway--that's the blunt
truth. Also, you do need a bit more protection from
electric--as it stands, Eevee is the only Poke that
offers you anything like this. Drop Vaporeon to 3-2
and stick in a couple of Articuno. That's all I'll do
for right now, but you may want to explore more
drastic measures later. Finally we come to Blastoise,
the center of this deck. You have to make a choice:
Breed, or don't breed, but don't try to straddle the
fence. Drop those Wartortle and add another
Blastoise--we'll also stick in another Breeder in a
sec.

2) Your trainers are the usual--some good, some bad.
We'll start by ditching the ones that don't fit
Raindance. This means Maintenance gots to go. If
you're running proper multiples, you shouldn't have to
worry much about this--just Oak and go! Now add in
another Breeder, another Oak, and replace the 3
Traders with 4 Computer Searches. In Raindance, you've
gotta be able to pull trainers from your deck, and
that means you need Search! That's about it. If you
have space, you can start thinking about stuff like
GOW, PlusPower, etc...but let's keep it simple for
right now.

3) Drop the DCE. Add in water energy in their place.
In fact, fill the remaining space with water energy,
unless you want it for some sort of trainer. Why did
you have DCE in here in the first place? Surely not
for Eevee? *smack*

Adding the cards up, I found that we had 24 energy. I
thought that was a tad bit much even for Blastoise, so
I decided to go ahead and slide in a couple of the
aforementioned GOWs. Try them, you'll like them.

And that wraps up this deck. Not a killer, but
certainly lethal enough in its own right. Electric is
gonna be your main problem, but not an insurmountable
one.
