Below is a good team. Other than some EV adjustments, some item changes, and a couple minor moveset changes, it doesn't need many fixes.

Sceptile (M) @ Petaya Berry
Trait: Overgrow
EVs: 4 HP / 252 Spd / 252 SAtk
Timid Nature (+Spd, -Atk)
- Hidden Power [Fire]
- Leaf Blade
- Leech Seed
- Substitute

This is good. No changes needed except maybe putting Lum>Petaya.

Gengar (M) @ Salac Berry
Trait: Levitate
EVs: 4 HP / 252 Spd / 252 SAtk
Timid Nature (+Spd, -Atk)
- Destiny Bond
- Giga Drain
- Ice Punch
- Substitute

Gengar needs Leftovers when he's running substitute. I never did like Destiny Bond. Purposely killing off Gengar to beat one of theirs isn't that good. Especially considering that it can easily kill two or three Pokémon on its own. McGar is good. Try Sub/Focus Punch/TBolt/Ice Punch with a naughty Nature. EVs of 48 HP / 136 Atk / 76 Spd / 248 SAtk.

Jolteon (M) @ Petaya Berry
Trait: Volt Absorb
EVs: 4 HP / 252 Spd / 252 SAtk
Timid Nature (+Spd, -Atk)
- Hidden Power [Ice]
- Substitute
- Thunder Wave
- Thunderbolt

Subtract 4 SAtk EVs so you can have 8 HP EVs for a better sub. Lum / Leftovers > Petaya

Blissey (F) @ Leftovers
Trait: Natural Cure
EVs: 4 HP / 252 Def / 252 SDef
Bold Nature (+Def, -Atk)
- Counter
- Heal Bell
- Seismic Toss
- Softboiled

Good. Maybe a different EV Spread, but I don't use Bliss enough to be able to reccomend any spread.

Milotic (F) @ Leftovers
Trait: Marvel Scale
EVs: 252 HP / 128 Def / 128 SDef
Bold Nature (+Def, -Atk)
- Ice Beam
- Rest
- Surf
- Toxic

EVs: 200 HP / 252 SAtk / 56 SDef. Other than that, It's good.
