Hiya, ebArt here, I'd figure I'd do this just for the heck of it since I don't have anything better to do, so I'm going to take up on Pojo's request and do a little thing on the Top 5 Southern Islands Cards for Modified.

Yeah, well, in my opinion, none of these cards would stand a chance in Standard if you built a deck around it (yeah, well, Onix, but you'd just use that to evolve). I also think that as it goes on Modified will get very popular just as Type II is in Magic.  Plus I don't think anyone else will be doing articles on Modified.  So, anyway, here we go again.
 
5. Togepi L10
40 HP Basic Colorless Pokemon
[1] Bawl (10) Flip a coin.  If heads, the Defending Pokemon is now Confused.
Weakness:
Resistance: P -30
Retreat: 1
 
Now your probably going "What the heck?"  Well, I love the colorless energy confusing attack.  This could go in a good status effect deck like Erika's Victreebel or something.  It could get a Slowking or Mewtwo and stop it dead in its tracks.  Focus Band will keep it alive (it keeps everything alive!) and maybe just might make it in a few decks.
 
4. Lapras L30
70 HP Basic Water Pokemon
[1] Gentle Song ( ) Remove 2 damage counters from Lapras.  (if there is less than 2 on Lapras, remove them all).  Then remove 2 damage counters from the Defending Pokemon (if there is less than 2 on the Defending Pokemon, remove them all).  The Defending Pokemon is now Asleep.
[WW] Ice Beam (20) Flip a coin.  If heads, the Defending Pokemon is now Paralyzed.
Weakness: L
Resistance:
Retreat: 1
 
This guy is pretty interesting.  I like the first attack for it's instant sleep and healing Lapras (even though it heals the other guy, but Feraligatr and Dark Blastoise should be getting one hit KOs for the most part if played right), and Ice Beam is a good early staller.  Problem is those Rocket's Zapdos, but if I could afford a SI set, I'd probably try and get me some of these to try out in my Feraligatr deck.
 
3. Butterfree L37
80 HP Stage 2 Grass Pokemon (Evolves from Metapod)
[3] Fly (30) Flip a coin.  If tails, this attack does nothing.
[1GG] Rainbow Powder (20) Flip a coin.  If heads, the Defending Pokemon is now Paralyzed.  If tails, the Defending Pokemon is now Poisoned.
Weakness: R
Resistance: F -30
Retreat: 1
 
God almighty, they've given us Koffing back!  That first attack's crap, but I love the second one.  I'd rather have Confusing than Paralysis, but this would be a fun and probably very effective card in Modified!
 
 
2. Vileplume L30
70 HP Stage 2 Grass Pokemon (Evolves from Gloom)
[G] Paradise Pollen ( ) Flip a coin, if heads, remove 2 damage counters from Vileplume (if there is less than 2 on Lapras, remove them all).  Then, if you have any Benched Pokemon, choose one remove 2 damage counters from it (if there is less than 2 on that Pokemon, remove them all). 
[1GG] Horrid Pollen (30) Flip a coin.  If heads, the Defending Pokemon is now Paralyzed.  If tails, the Defending Pokemon is now Confused.
Weakness: R
Resistance:
Retreat: 2
 
^____________^ I love this card!!!  That first attack'll do you good in certain situations, but the second attack is just AWESOME!!!  You essentially stop 'em for a turn, either with Paralysis or with Confusion (making them afraid to attack).  I could see this used in Erika's Victreebel with Chaos Gym to stop Feraligatr and maybe stand a chance against Steelix.  But a big problem with it is Fires, and their recover ability with just a Typhlosion or two, and since the attack doesn't do huge damage, it'll probably die.  But an interesting card nonetheless!
 
1. Onix L40
90 HP Basic Fighting Pokemon
[2] Slam (20x) Flip 2 coins.  This attack does 20 damage times the number of heads.
[FFFF] Body Slam (40) Flip a coin.  If heads, the Defending Pokemon is now Paralyzed.
Weakness: Grass
Resistance:
Retreat: 3
 
Why is this the best card in SI? Because it's better than Neo Onix, and it gives Steelix decks such a boost since now they don't have to worry about Giovanni's Nidoran F, and they can also attack.  That second attack is too darn costly, and you should be using Steelix by the time you could power that up.
 
Now, you're probably going like "WHERE THE HECK IS MEW?!?!"  To tell you the truth, that attack doesn't have enough beef to be a really good card in the format (might do well against Fires and Mono Grass), but would die against anything else, and can we say Erika's Bellsprout/Caterpie + Darkness?
 
And there are some great GREAT cards that won't see the light of day in Modified anytime soon unless your going to be playing a weird Brock's Ninetales with these guys.  Mainly I like that Tentacruel (First attack = Card Advantage x A zillion), and Exeggutor (basically what we love in Jungle Exeggutor with a little more flexibility).
