5) Wooper
This little guy manage to get to the top 5 'cause he is almost in every water deck made in this pokemon era. Lightning resistance and anemesia attack and a basic makes him the perfect water pokemon against R. Zapdos.
 
4) Feraligatr
His being commonly use in modified makes him here but only 4. He is the fourth 'cause he needs a lot of trainer making him extremely vunerable to 1 archetype, Slowking.
 
3) Azumarril
I wonder why no one use him. He/she, for all pratical purpose, is a water D. Raichu but have 70hp instead of 60, and another colorless attack.
 
2) Misty Gyarados
This guy could do a soild 70 every turn with Muk making him a haymaker killer.
 
In number 1 is the one and only, King of Shell Island, Blastiose
Dispike all the changes in pokemon, he is still the king of water pokemon. With raindance, it can power water pokemon with a hand full of water.
