Hi, I'm here to talk about a few underated cards and at the bottom I'll list the worst cards (in my opinion).
 
Jungle Persian
First in Persian.  Lots of people think he's bad because he's not a basic and he evolves from a kinda weak Pokemon (Meowth), but he's actually really good in the right deck.  Pounce does 30 for three with a little defense to it, which is solid, and Scratch isn't that bad either.
Rating: 7.5
 
Typhlosion (Flame Wheel)
Everyone (almost) says it's bad, but it's pretty good actually.  Flame Wheel plus Transparent walls is great, and FireBoost is good too.  I play him with the Neo 3 Entei (Pokemon Power: Battle Cry) in my fire deck, and it's really good.  Also, I haven't tried the other Typhlosion because I haven't got one yet.

Raichu (Base/Fossil)
Okay, base Raichu first.  Agility is really solid for the cost, and Thunder, while risky, is a big attack.
Rating: 7.6
Now, Fossil Raichu.  His attack is really nice, but it's his only attack, and it costs four lightning.  He was good in my Gigawave deck, but he's probably not very good otherwise (unless you're Buzzaping your base Electrodes).

If your opponent has any benched Pokemon, flip a coin.  If heads, choose 1 of them and this attack does 10 damage to it.  (Don't apply Weakness and Resistance for benched Pokemon.)

Now this is good.  Yes, 50HP is kinda low, but Mach Punch is outstandingly broken for 1 Energy.  20 for 1 is great alone, and the chance to hit a benched Pokemon too is just way too good to pass.  I sure wish I still had mine.

Top 10 Worst Cards
 
Giovanni's Meowth (40HP)
False Charity stinks, and Double Scratch just isn't that great for the cost.  Not good at all.

Voltorb (Base)
Bad.  10 for 1, fighting weakness, only 40HP, and it has a retreat cost?  No way.

Dratini (Base)
Almost as bad as Voltorb, but with no weakness and a resistance.

Magmar (Base)
Bad to begin with and bad to the end.  No way am I playing this.
Rating: 1.1
 
Scyther (Jungle)
I know you all love him, but his reign as a good Pokemon is over.  Quilava, Typhlosion, Fossil Magmar, all the fire Pokemon (yes, Entei) all kill this thing.  He's history, folks.
