People with grass decks have a few options in the way of
beating steel pokemon.
1. Use Yanma
Yanma is a neo discovery card with swift(if any one doesn't
know what swift does, it ignores resistance) which is almost a must if you plan
on killing steel pokemon with only grass.
2. add fire to your deck
This seems to be the most obvious solution but not always the
best. While you add fire cards to stop steel, you're using space that
could be used to enhance your grass pokemon. In english, it's a drain on
resources.
3. Use Unown M
Unown M's pokemon power is another good idea, but too many in
a deck becomes more of a waste than a solution. It evens the playing field
rather than giving you a distinct advantage.
Well, there you have it. I wish all of those Grass
players luck getting rid of those pesky steel pokemon.
