Here are two more good uses for Elekid: 

1.  Elekid is the ideal block against Clefable.  If your opponent
has Clefable active, make your Elekid active.  Now Clefable cannot
attack with Metronome (since Elekid has no attacks
to Metronome) and Clefable's Minimize will be worthless
(since it will only reduce damage from attacks, and not
from Pokemon Powers).  Until Clefable retreats,
paying the high retreat cost of 2 energy, your opponent
cannot attack.  Meanwhile, your Elekid can do Playful
Punch on each turn.

2.  Suppose your opponent has a baby Pokemon active, with a Focus
Band attached and 1 or 2 damage counters on it.  If you
try to knock out the baby by an attack, you will only have
a 25% chance of success because you must first flip
for the baby power, and if successful your opponent will flip for
the Focus Band.  However, if you forget about attacking the baby
and instead use Elekid's Playful Punch, you will
have a 50% chance of success, because it's Pokemon Power
will ignore the baby power and also ignore the Focus Band.
You will only need to do one flip (for Elekid's Pokemon Power)
instead of two flips, giving you a 50% chance of knocking
out the opponent's active baby in this case.
