First off Ninetales states:
FIRE BLAST: discard one (not two) fire energy from Ninetales in order to use this attack.
  Even still, Arcanine is better
   HP: 100 vs 80 winner: Arcanine
   First attack: Lure vs Flamethrower. Flamethrower wins because no Pokemon is resistant to fire and water Pokemon will not knock out Arcanine as easily as Ninetales (Plus, why don't you just use Gust of Wind, Double Gust, or build a grass-fire deck with Fragrance trap.)
   Second Attack: Fire blast vs Take down. Take down is cheaper, and with Gold Berry solidifying Take Down as the better attack, Arcanine is winning so far.
   Rarity: Rare holo vs Uncommon. Uncommon most definently
wins, as you can get it for less than 5% of the price of a holographic.
   Retreat: 3 vs 1. OK, so Ninetales won once.
   Basic Pokemon: (something you forgot to include) Growlithe vs Vulpix. Growlithe has more HP, does more damage, needs less energy, but Vulpix is less rare (so what) and might confuse opponent (still kinda risky as it is on a 50HP, or should I  say HP50 pokemon and only does 10 damage.
Final score:Arcanine 5, Ninetales 1. And now a good
cough**better**cough deck starring Arcanine. Which is much cheaper to build and much easier to play.
