Hi, it's Mr. Satan again! Today I'm covering Neo 3's Shiny Poke'mon. Let's look at them:
There are the Shining Magikarp and the Shining Gyarados. Here's the Magikarp:
Basic Poke'mon
      Shining Magikarp     30 HP W(You may only have 1 Shining Magikarp in your deck)
W: Feel
Draw 2 cards.
P: Ancestral Bond
Search your deck for an Evolution card named Gyarados or Dark Gyarados, or a Basic Poke'mon named Shining Gyarados, show it to your opponent, and put it into your hand. Shuffle your deck afterward.
Weakness: L  Resistance: None  Retreat Cost: C
    Okay, the attacks rule, but 30 HP means that he shouldn't see any playtime where he's gusted out for an early morning meal. However, Shining Gyarados is a different story:
Basic Poke'mon
     Shining Gyarados      100 HP W(You may only have 1 Shining Gyarados in your deck)
WFF: Outrage  30+
Flip a coin. If heads, this attack does 30 damage plus 10 more damage for each damage counter on Shining Gyarados. If tails, this attack does nothing(not even damage).
WWRR: Mega Hyper Beam  50
Discard 2 R Energy cards attached to Shining Gyarados in order to use this attack. This attack does 10 damage to each of your opponent's Poke'mon(don't apply Weakness or Resistance for Benched Poke'mon). Then, flip a coin. If heads, choose 1 Energy card attached to each of your opponent's Poke'mon. Discard those Energy cards.
Weakness: G  Resistance: F -30  Retreat Cost: CCC
     Outrage is an attack only to be used when you can't Mega Hyper Beam it. When you can, you've got a killer on your side. He's Energy-intensive and luck-reliant, but he can be great if you use him right.
