RAICHU!! OK, I want it to be known, I don't have much experience with
either, I've used fossil 1 or 2 times but not much and NEVER used Base. This
is theoretical and my kind of reasoning, so if I say they are used in a way
they aren't, tell me, but don't flame me :). I don't know, I very well may
be wrong (just please don't go hunting for errors or situations). Anyway,
Base is kinda a weird card. It can be used to (?!) beat down, (ever notice
how most of these cards I compare have one form that beats down?) or you can
use the (in)famous Thunder, the one that damages you sometimes but does
hefty damage. Agility is always a good attack, and Thunder CAN be good, but
they are both risky. It's an OK card, but if you're unlucky DO NOT put it in
your deck. Don't even touch it with a 10-foot pole. Now, Fossil Raichu is...
different. Fossil Raichu is a darned good benchkiller. It goes REALLY well
with Jungle Pika, I might add. However, the cost is a bit hefty... 4
electric for its only attack, which only does 30 base to the defender :/. If
you think about it (or if you have a few Gengars) he really does 60, but
only 30 goes to the defender. Good for picking off 1-hit-from-death people
they just retreated, killing resistance, or making sure that
innocent-looking Mysterious Fossil sitting quietly on the bench won't
evolve. A bit (in other words, REALLY REALLY) weak to ER though.

OVERALL: Both of these cards are, as I see it, OK at best. Maybe put one or
two in your deck if you have the cards and the room, but not the greatest,
except maybe Fossil in an all-out benchkiller.

MY OPINION: I like Base better... I never could stomach benchkilling, too
slow for me (though ironically, stall is my favorite kind of deck). They are
about the same in terms of "goodness", and are specific to your needs, but I
just like Base better for no reason at all, I just like its style. ;)
