They both look the same besides a few things.

Things Better than Gyarados compared with

A lot of people use Scyther that would do 30 to
Dewgone but 60 to Gyarados
Dewgone uses Colorless to do 50 and 30 but
Gyarados uses all Water
His weakness is lighting and quite a few people
use Electabuzz.
His Basic card has 60 HP ( Seel )
Gyarados' with 30 ( Magikarp )
Things Better than Dewgone compared with
Gyarados.
Gyrados with 100 HP and Dewgone with 80.
Second attack does more.
Gyarados has a Resistance to Fighting and
Dewgone has no Resistance
