I have thought of a combo that works well, but takes a little time.  This involves rainbow energy because Lugia has an assortment of energy colors required  for his one and only attack.  Although he has 90 HP, you dont want him to take much damage from Rainbow energies.  I would discard rainbow energies by Oak or PC search, then Absorb.  Transfer them by using venusaur to lugia to use his monstrous attack.  Then use fossil gastly to acquire the rainbow energies right to you hand.  A little complicated, but who said life isn't complicated?
