This the "Super Secret Battle" Mewtwo No. 1. It was given out at a tournament in Japan. This card is featured in a new book that was just released in Japan called "Pokemon Card Official Book 2000", which is a guidebook that features full color images of every Pokemon card (regular releases, promos and tourney cards) released in Japan up until the release of NEO.
