Strategy:

Start with buzz and Scyther and then bring out Dragonair or Muk to finish
them off. Don't make Muk your active when playing against decks that use
Pokèmon powers cause if he is KOed you loose an advantage.

Well... I added up your cards, and you've got 60... At least you've gotten that part right :) Let's look at your evolutions... hmm a 3-2, a 3-2, and a 3, 3... that's pretty good too.

Let's look at your energies... Dragonair takes 4 colorless, and you've got 2 Dragonair, so you need at least 8 Colorless for Dragonair Hyper Beam, or 6 for the Slam. Muk takes 3 Grass for his Sludge attack (great attack BTW) and you've got 2 Muk, so you need at least 6 Grass for Muk. Scyther is a cool dude... 1 Grass for Swords dance, but a great splasher with a 3 colorless attack. Figure on using 1 Grass and 2 colorless to power it, and you need an additional 3 Grass and 6 Colorless. Now, Electabuzz takes 1 Electric and 1 Colorless and you've got 2... so you need at least 2 electric and an additional 2 colorless.
To power all your Pokèmon you need a minimum of 16 colorless, 9 Grass, and 3 Electric Energies.
You've filled up the Electric and Grass requirements nicely, with your 11 grass and 7 electric you've already included; and, you've taken care of 8 colorless with 4 DCE... which leaves 8 you need to fill. You've got 4 Electric left over, and 2 Grass left over, which can fill another 6 colorless slots.  You're left needing 2 colorless... but you have Energy Retrieval... so you should be fine.

The only real nitpicky thing I have with this deck is that you only have one Item Finder. I suggest you remove 1 Bill and add 1 Item finder.

ONE WORD OF CAUTION--- MEW WILL KILL YOU
You've got a deck that revolves around a Pokèmon Power, which belongs to an Evolution of Grimer. I want to caution you a whole bunch about the Mew decks that are starting to float to the surface of the tournament scene... Mew can destroy your strategy in 1/10th the time it took you to come up with it. Mew's devolution beam is an incredibly broken attack, in my opinion. For only 2 energies Mew can devastate any deck that isn't based around the Quick kill strategy of Haymaker and Potpourri.

Nice deck though... Good job constructing it. ~TPL
