The concept keeps getting stronger and stronger in my mind as I see Wigglytuff decks try to take over the world. A good Super Energy Removal or Energy Removal can do wonders against the blasted marshmallow. I don't have a lot of advice for you on this deck other than playing it and seeing what works and what doesn't. However, I would trim out a few Pokemon and an Item Finder in order to slip in 4 Bill, a couple of Professor Oak, and some Trash Exchanges.

4 Psyduck
3 Golduck
4 Eevee (Promo)
3 Dark Vaporeon
3 Dratini
2 Dragonair

You've got a good selection for energy, so we'll leave that be.

Energy (16 Basic + 4 Special = 20 Total):
16 Water
4 Double Colorless Energy

For trainers, we need to fit in the ones we discussed above, and move things around a bit.
