You must always replace your active Pokemon immediately after it is knocked out. So you certainly are not allowed to draw a card (it is still your opponent's turn!) Only after you replace your K-O'd Pokemon does the attack phase end and the other player's turn begin. This is why if you have no benched (i know, not exactly what you were asking about) Pokemon and your active is knocked-out, you immediately lose the game. Brian Brokaw
